Filing Your Taxes as an eBay Partner

It’s that time of year again, and we’ve received quite a few questions about which forms you should have received from us before you file. Mary Claire Romano, our subject matter expert and Finance Project Manager is stepping in to provide answers to your frequently asked questions.

Q: Who receives an IRS Form 1099-MISC from EPN?

A: US, non-corporate publishers will receive a 1099-MISC form form EPN if they made $600 or more via direct deposit in the last tax year.

Q: Where will my form be sent?

A: All Forms 1099-MISC will be sent to the address listed in the tax section of your EPN account. Please note - this may differ from the address entered on your account information page. [LW1] Please make sure the address on the tax section is the address where you wish to receive your tax form.  A copy of your 1099-MISC is shared with the IRS as well as the state listed in the tax section of your EPN account.

Q: What if I was paid via PayPal?

A: PayPal issues Forms 1099-K to US publishers paid via PayPal if they meet the federal thresholds (more than $20,000 and 200 transactions). Please contact PayPal directly if you have questions regarding your Form 1099-K.  We will not include and payments to you that were made via PayPal on the ePN 1099-MISC.

Q: Why didn’t I receive both a Form 1099-K and a Form 1099-MISC?

A: IRS instructions make clear that in the case that a payment is subject to both the  Form 1099-MISC and 1099-K reporting regimes, the transaction must be reported on a Form 1099-K and is not reported on a Form 1099-MISC.”

Q: When should I expect to see my 1099-MISC?

A: 1099-MISC were sent via mail during the last week of January to the address you have on file on your EPN account in your W2 tax section. If you didn’t receive a form by mid-February, please contact us right away at

Q: What do I do if I receive a Taxpayer Identification Number Request via mail?

A: EPN is required by law to contact publishers whose tax information does not match IRS records. This is most likely caused by a mismatch between the name and Tax ID Number (TIN) provided. If you receive a TIN solicitation request via mail, please fill out a new IRS Form W-9 with the correct name and TIN and follow the instructions to return the form. Please also remember to update the TIN in the tax section of your EPN account or the name on your account.

Please note: if the TIN you are using for your EPN account is your personal Social Security Number (SSN), please enter your personal name in the ‘Name’ field that matches Social Security records. If you are registering with an EIN, please only enter the name associated with that EIN in the ‘Name’ field (i.e. the name you used when applying for the EIN). Please contact a tax professional or consult if you have more questions around this.”

Q: What happens if I fail to respond to a solicitation request?

MC: Failure to respond to a solicitation request within 30 days will result in EPN withholding 28% of your earnings each month. The withholding amount will be paid to the IRS and reported on your 1099-MISC in the following year.

Q: Will EPN withhold 28% of my earnings for any other reason?

MC: EPN cannot by law perform tax withholding on your funds unless required to by the IRS, such as, in the case of a TIN mismatch. EPN will only withhold 28% of your earnings if your tax information does not match IRS records and you have not responded to our solicitations.We also may withhold tax from your payments if we receive a levy from the IRS or a state tax authority.
